The second powerful man in Al-Qaeda, Ayman al-Zawahri, has been officially declared as the chairman of the militant network is replaced Osama bin Laden who died at the hands of U.S. troops. However, Zawahri says bin Laden would not be able to emulate in terms of fundraising.

There is a one-month span between the death of bin Laden and the election of new leaders. By observers of terrorism, the duration of this election shows Al-Qaeda has been weakened and discord in the body of the organization.
"Zawahri's not a well liked figure, not charismatic, unlike bin Laden is the glue of this group. The fact the length of the election of new leaders indicate there is a rift in the leadership of al-Qaeda," said CBS News analyst, Juan Zarate.
Other observers, Jere Van Dyk, said he doubted Zawahri can be served as a leader and fundraiser like Osama. Zawahri is an Egyptian citizen said to be difficult to lobby donors, mostly from Saudi Arabia.
"Most fund Al-Qaeda is believed to come from wealthy merchants from Saudi Arabia, which the Egyptians Zawahri have less approach," Dyk said.
